Modified Parity case:

It is understood that Government of India will be filing shortly an appeal in the Supreme Court of India against judgment dated 29.4.2013 of Delhi High Court in modified parity caseupholding CAT/Principal Bench New Delhi’s Order dated 1.11.2011 regarding payment of arrears w.e.f., 1.1.2006.  However the Order dated 28.1.2013 for payment of arrears w.e.f., 24.9.2012 stands good.  All Central Government Departments are on the job of issuing revised PPOs.  In several cases, arrears have already been drawn.  Meanwhile, CPAO, Government of India, Ministry of Finance, Department of Expenditure, New Delhi, vide  OM dated 25.6.2013  issued instructions to all concerned to issue revised PPOs in above regard to all the pre 2006 retirees including cases having ‘no change’ .
As all our members are aware, Bharat Pensioners Samaj has taken a decision  to take to court the issue of ‘full parity’ to pre 1.1.2006 pensioners and family pensioners as there is no favourable response from the authorities to the representations made on the subject.  The petition in this regardwill be filed shortly in an appropriate Court/Tribunal. 

58th Annual Conference of BPS

Bharat Pensioners Samaj is holding its 58th Annual Conference at Hyderabad on 17.11.2013 in the premises of Keyes High School, Secunderabad.  A Reception Committee has been formed to make arrangements for the conference.  An SB A/C has been opened by the reception committee in Dena Bank, Jamai Osmania branch, Hyderabad in the name of ‘Bharat Pensioners Samaj 58th Annual Conference’ with  A/C No. 110210024125; IFSC No. BKDN0611102.
It is needless to say that the above conference will be taking place at a crucial juncture in the history of central government pensioners’ movement, nay the entire pensioners’ movement in the country. The conference acquires added significance as the general elections will be only a few months away.  There is unrelenting inflation in the country’s economy for the past several years.  Prices of essential commodities have been sky-rocketing.  It is becoming increasingly difficult for the pensioners to make their both ends meet within their meager pensions.  Pensions and family pensions revised w.e.f., 1.1.2006, as per VI CPC’s recommendations, have become irrelevant today with steep erosion in their real values due to unbridled inflation.  The government has not taken  steps to protect the pensioners by way of granting  50% DR merger or appointing VII CPC announcing suitable interim relief.  The government has also been stonewalling our genuine demands such as full parity, enhancement of fixed medical allowance, restoration of commuted pension after 12 years, age–addition to pension from 65 years of age onwards, extension of new benefits to past pensioners etc.  The rates of pension and family pension remain static for long.  The ex-gratia rates for CPF and SRPF retirees and their families remain low.  There are several other problems which need immediate and urgent attention of the government.  Housing and transport situation in the country is becoming more and more acute and without suitable allowance it will be difficult for pensioners to cope with the same.  Some State governments give funeral grant on the death of pensioner and family pensioner which has not been extended to central government pensioners and family pensioners.  The 58th Annual Conference will not only deal with all the above and other relevant issues but also endeavor to bring together all pensioners organizations in the country to launch a joint movement for  achievingthe demands.
We appeal to one and all to extend their full and unstinted cooperation and support to make the above conference a great success by way of monetary assistance and physical participation. The reception committee has decided to bring out a souvenir on the occasion of the above conference and print the list of donors therein.  Colourphotos of donors giving donations of Rs.1000 and more will be published along with their names.  All thosewho give  donation of Rs. 500 and more will be exempted from  payment of delegate fee. 

Bharat Pensioners Samaj (BPS) and All India Confederation of Central Pensioners Association (AICCPA) have drawn up an agreement for merger of AICCPA with BPS.  The merger will be finalized within a few months.  The merger will go a long way in further strengthening our movement.  BPS had already entered into  memorandum of understanding with AIFPA/Chennai and NFRC/Palghat for mutual cooperation and support.

The AP state government appointed 10th Pay Revision Commission (PRC) for its employees and pensioners.  The 9th PRC recommendations came into force w.e.f., 1.7.2008.  The employees as well as pensioners have been demanding implementation of 10th PRC’s recommendations w.e.f., 1.7.2013.  The AP State Government Retired Employees Association, in their memorandum to the 10th PRC demanded among other things 70% fitment benefit w.e.f., 1.7.2013.  DA/DR for AP state employees and pensioners stood at 64.784% as on 1.1.2013.  They also demanded minimum pension of Rs.10000 per month, full pension for 20 years qualifying service with additional pension for every year of service above that, parity in pensions of present and future retirees, additional pension from 65 years of age onwards, restoration of commuted pension after 12 years, increase in FMA, festival advance, house rent, transport/conveyance allowances to pensioners, increase in funeral grant, 50% concession in fare for all senior citizens in APSRTC buses etc.  The office bearers of this association interacted with our Forum and suitably incorporated suggestions made by us in their memorandum submitted to the 10th PRC.  This association has also donated Rs.10000 for 58th BPS annual conference.  We very much appreciate their gesture.

Grant of Dearness Relief to CPF/SRPF retirees and their families
(i)                 The surviving CPF beneficiaries who have retired from service between the period18.11.1960 and 31.12.1985 and are in receipt of ex-gratia @ Rs.600/- per month w.e.f., 1.11.1997 under this department’s OM No. 45/52/97-P&PW(E) dated 16.12.1997 are entitled to Dearness Relief @ 166% w.e.f.,1.1.2013.
(ii)               The following categories of CPF beneficiaries who are in receipt of ex-gratia payment in terms of this Department’s OM No.45/52/97-P&PW(E) dated 16.12.1997 are entitled to DR @158% w.e.f.,1.1.2013.
(a)    The widows and dependent children of the deceased CPF beneficiary who had retired from service prior to 1.1.1986 or who had died  while in service  prior to 1.1.1986 and are in receipt of ex-gratia payment of Rs.605/- per month..
(b)   Central Government employees who had retired on CPF benefits before 18.11.1960 and are in receipt of ex-gratia payment of Rs.654/-, Rs.659/-, Rs.703/- and Rs.965/-

Acknowledgment by the banks at the time of submission of Form 15-G/15H

RBI has issued instructions to all scheduled commercial banks including RRBs  to give acknowledgment at the time of receipt of Form 15G/15H by customers (Letter No.RBI/2012-13/516, DBOD. No. Leg.BC.100/09.07.005/2012-13 dt31.5.2013)

Issue of identity cards to central government pensioners

Department of Pension and Pensioners’ Welfare has asked all departments/ministries of government of India to issue suitable instructions to offices under their control to issue identity cards to pensioners in accordance with the instructions issued in their OM No.41/21/2000- P&PW(P) dated 16.11.2000 (OM No. dated 30.4.2013)

Withholding of 10% gratuity from the retiring government servants – clarification regarding:

 The Pay and Accounts Officer shall not withhold any gratuity unless the head of the office (a) encloses instructions received from Directorate of Estate for withholding of 10% gratuity for outstanding license fee or (b) informs of ongoing disciplinary proceedings.  [DOP & PW OM No.20/16/1998-P&PW(F) dated 11 July 2013]

Merger of 19 Postal dispensaries presently functioning in 12 CGHS covered cities with CGHS

Orders have been issued vide notification dated 9.7.2013, GOI, Min of Health and Family Welfare, New Delhi merging the above dispensaries with CGHS.

Payment of arrears of pension in cases where valid nomination has not been made under the Payment of Arrears of Pension (Nomination) Rules 1983 and 2. Payment of arrears of family pension

Dept of Pension, GOI. New Delhi issued instructions regarding the procedure to be followed in the above respect vide OM dated 10.7.2013 (copy of the instructions will be supplied on request)

Revision of 1/3rd commuted portion of pension in respect of government servant who had drawn lumpsum payment on absorption in central public sector undertaking/central autonomous body:

Department of P&PW, GOI, New Delhi issued instructions implementing the direction ofHon’ble CAT, Hyderabad bench in their Order dated 27.9.2011 in OA No.710/2010 read with Order dated 22.4.2013 in CP26/2012 [OM No.4/30/2010-P&PW(D) dated 11.7.2013]

Additional instalment of DA/DR w.e.f., 1.7.2013 is expected to be 10%
